Denki Anma (電気 アンマ) is a technique, if you will, that was popular in Japan among elementary school kids approximately 15-20 years ago.
Much like the picture, one person will grab the others legs up in the air by the ankles as he steps on the person's crotch and moves his{or her} foot around very quickly like an electric massager.
